Personally I dont know, however, you are right that australia does have very tight controls on what comes in - no doubt cos it has been an island (albeit a big one) for a very long time and we dont have alot of disease in agriculture/animal fauna and flora.
We can get cloves from the supermarket, but I assume they have been treated or something en masse to pass thru.
I must check if the 1/4 tsp of cloves is per day or per dose and whether it can be eaten in say, youghurt or apple sauce or coffee or something.....
