Thyroid Antibodies & Ranges?

Why are there test ranges for thyroid antibodies? I thought the mere presence of them meant the thyroid is in autoimmune failure.

Am I wrong? Does everyone have thyroid antibodies in range even if they are not hypo?, for example range for Anti-TG is 0-40 IU/mL and Anti-TPO is 0-35 IU/mL.

If everyone isn't supposed to have them and a person has them but at a very low range, can the antibodies disappear completely with treatment or will they increase as time goes by?

Thanks.
