Depends on for what.  Magnesium is great for a lot of things and many people are magnesium deficient.  But it can also lower blood pressure and loosen stools, which can be issues for some people.

How often do I take Silica? With meals or without?

Silica is best added to water then drink the water throughout the day.  Taking silica supplements is not as effective due to the poor absorption.  Here are a couple of posts on this:
