Well, the last time my lips were very red was at the time I took the picture but this condition was very special because I was testing the 'anti-bacterial' treatment by using an 'anti-bacterial' soap and rubbing my lips of it with my fingers, so they were irritated.

The swelling of the lips is natural reaction of the lips when they are damaged, that is why my lips, when they were in the condition shown in the picture above and without applying something on them, started to swell, but this swelling naturally leaves as one goes along.

When I was using whatever useless chemical on my lips, the damaged area was also smooth, but of course much less red because of high saturation of moisturizing chemicals for lips, less aggressive than 'anti-bacterial' soap of course.

We can see this in this picture, after I was used to easily remove the flakes thanks to chemicals :
