Clogged Artery or Blood Clot Can anything be done at home in emergency?

i am care taker to my diabetic mother, whom its a struggle to take care of because she's very uncooperative,

and so her diabetes is out of control and she's having complications from it

...she has chronic, general leg swelling, but now she has -
localized to one leg only, and one area of that leg while the rest is normal,

a grapefruit sized lump (fluid/blood) on the top of her foot,
and the swelling is not going down even if she keeps her leg elevated

...it seems serious, like it could be a clogged artery or blood clot, and she won't go to the doctor...

i do believe it's possible for people to address clogged arteries and clots, GRADUALLY,
but, is there anything fast - even temporary - that could clear circulation to the area?

it is such an uphill battle :(
thank you to anyone who has read this...
