What first came to my mind when I read "tingling in hands and feet" is heavy metal toxicity. This supicion was confirmed when you wrote that you skmoked cigarettes and marjiuna. In this case I would at least investigate into Lead and Cadmium-Toxicity, perhaps even Iron because this is almost everytime elevated in those who drink alcohol regularly.
