they are doing it in stages over different e-mail servers. some people have already had their 250mb for months. I've had mine for a month now. I sent an e-mail and complained about their new policy that wouldn't let me use outlook express with my hotmail, told them that i wouldn't pay for the feature, and that I had a gmail invite waiting if i wanted it. next day they gave me the outlook ability back and 250 mb storage.
