I don't think it's anything but it couldn't hurt to check. Many things can cause bumps around the genitals that have nothing to do with STD's. One of my friends thought he had genital warts and it ended up being nothing. The medical diagnosis after testing was something to the effect of: "It is nothing. Um.. some people just get bumps in their genital area." heh.
It can be Acne related, a soap allergy, from dampness, a bug bite, even 'folliculitis' which is a bacteria thing which usually results from friction or shaving.
Anyway, you could theoretically have herpes in your body, I suppose, but very rare that the first outbreak is not a huge event. Herpes is not a subtle disease and it is most difficult when it is first introduced to the body. Flu symptoms, painful swollen glands, horrible itching and pain.
I think you would have a strong memory of such things!
