It is true that bacteria is the cause of most cases of bad breath, and therefore a bacterial overgrowth of some sort is likely present. But bacteria doesn't account for the "constant white furry tongue" -- this most often suggests a yeast overgrowth. Even in the bowels, candida yeast colonies are whiteish in color. In the bowels, yeast overgrowth and bacterial imbalances frequently occur in tandem once pathogens alter the pH, and I suspect this is what is happening with "mo9." Both antifungal and antibacterial treatments (not necessarily using prescriptive drugs) will likely be required. If no thick white film was present, I'd suspect it may be purely a bacterial issue. Thorough flossing, and toothbrush scrubbing of the teeth and inside of lips, cheeks, and upper/lower tongue surfaces would be a start, coupled with strong antiseptic mouthwash. It's possible that a prescription topical or systemic antifungal drug (nystatin, fluconazole, etc.) may eventually be required -- but start with the basics of super-hygeine.

For what it's worth, another possibility (hopefully not)...
"'Hairy' leukoplakia of the mouth is an unusual form of leukoplakia that is seen only in people who are infected with HIV, have AIDS, or AIDS-related complex. It consists of fuzzy, hence the name "hairy," white patches on the tongue and less frequently elsewhere in the mouth. It may resemble thrush, an infection caused by the fungus Candida which, in adults, usually occurs if your immune system is not working properly, and may be one of the first signs of infection with the HIV virus."
