Yes, it can be taken by people with Candida. And they are wrong about the toxic level needed for activity. First of all there are 18 antiseptic anthraquinones and napthaquinones in pau d arco (lapacho, taheebo, ipe roxo). There are also 5 anti-inflammatory compounds, which is why it also works for inflammatory conditions.
The bark can be an allergen, but other than that extremely high doses only cause some thinning of the blood and diarrhea. It is not a highly toxic herb, nor does it take large amounts to destroy viruses, bacteria or fungi. Although traditional use incorporates yerba mate' tea with the pau d' arco for a sulfur source, which increases the antiviral properties of the herb.
That being said though, trying to kill off the Candida will not work to get rid of it. It is a natural part of the body. I have posted on this with an explanation several times.
