Actually, I'm not so sure. If you can get a mandate, you can certainly get people from other parties and political persuasions to go along with many things. Reagan did it to some extent.

So did Clinton. After all, they want to be liked by the populous. They need to be. They're survival depends on it. It really depends on how powerful the mandate becomes and that certainly is arguable at this point.
