It isn't about saving money, it is about making money.  When your only marketplace is the human body you cannot maintain or increase profits by curing anything.  Better by far to only treat symptoms, ignore prevention and actual cures, suppress competition and market hugely profitable lab created patented drugs with side effects that lead to still more drugs in a never ending cycle that turns patients into profit centers.
