The full text in pdf is at http://nobelprize.org/nobel_prizes/chemistry/laureates/2003/chemadv03.pdf but there's no mention of any ionic foot bath. Maybe the foot bath people just took hold of the paper to try to make it look like it was in support of the basic physiology involved when doing a foot bath.
