Goodness...
Well, I guess both things are true at the same time, not that it makes things simpler for you:

1. He is probably overwhelmed because building health is a very intense work of path-searching and it affects everyone around us and sure, blessings can be stressful, who are we kidding? and

2. He probably really enjoys your company and misses you and feels baffled at the thought that you might date other people.

Certainly he wanted a close weekend with you, and at the same time we don't know whether he's going to move closer in the future. The main thing is that you deserve a WHOLE LOT of steady stable supportive warm companionship now, all kinds, and probably conflict in the sexual area is kind of ruffling to the fountains of tranquility. Also you are gonna grow real fast during this healing process, so that might evolve things naturally and set you out on a whole new path of experience anyway.

My vote is that giving him a little space and releasing him from commitment was a very loving thing to do. Whether to be physically intimate or not is probably one question, and you get to decide that for yourself and do what's good for your own health. And I'd say (this is just me now) sure, date other people. Also take your mom to the movies and you ladies have yourselves a great time.
